In 1946, Russell M. Cox, at the age of twenty, began his construction career. Cox collaborated with a partner to purchase a used crusher and they set up operations in Hillsburgh. This partnership was dissolved within the year and Cox Construction Company was founded.

It was not long before Cox Construction Company broke into the mainstream of the construction industry. Before the end of the first year, Cox was awarded its first Department of Highways contract on Highway 24 outside Guelph. To secure the building and establishment of a firm company foundation, Cox spent its first years working predominately in Northern Ontario.

After operating successfully as a gravel contractor, Mr. Cox became alert to the growing asphalt industry. To equip the company in this field, Cox Construction Company erected, in 1953, its first Portable Hot Mix Asphalt Plant on Highway 26 east of Stayner. The following year, Cox located its headquarters in Guelph in order to better serve the surrounding townships, counties and cities.
